Project history: Part of the 1916 Submarine Programme, designated for the Baltic Fleet. Bubnov design, influenced by the Holland ones and therefore included such innovations as a double hull and subdivision into 8 watertight compartments. Four of her TT were transversally sited. Ordered 1916, construction begun 1916-17 but abandoned after the Bolshevik Revolution.
